iepirkumurisks.lv is an independent, non-commercial civic tool that analyses Latvian public procurement open data and computes integrity and competition red flags for every contracting authority (buyer), supplier and sector. Content is in Latvian; this page summarises it in English.

Data sources
- Procurement Monitoring Bureau (IUB) open data — notices, contracts, values, winners, CPV, number of bids, amendments.
- E-procurement system (EIS) bid-opening data — all bidders, including losing ones.
- Register of Enterprises — registration dates, beneficial owners, board members, shareholders, financial statements.
- Central Finance and Contracting Agency (CFLA) — EU-funded procurements.
Indicators
- B1 Single bidding — share of procedures with one bid, compared with the expected rate for the buyer's CPV mix and weighted by value.
- B2 Winner concentration — Herfindahl–Hirschman index and top-winner share.
- A Contract splitting — several near-threshold contracts in one CPV group within 90 days.
- C Value outliers — log z-score of contract value within the CPV.
- D New winners — winners registered less than 6 months before the award.
- E Procedure integrity — share of negotiated procedures without prior publication.
- G Amendments — share of contracts with substantive amendments after award.
The composite score (0–100) is a weighted mean over layers with sufficient data; red requires at least three coinciding signals. Small samples use the Wilson 95% lower bound. Methodology follows Open Contracting Partnership “Red Flags for Integrity”, Fazekas/DIGIWHIST and World Bank research. A flag is not evidence of wrongdoing.
